CSIR NIScPR Organises a Two-Day International Conference

CSIR-National Institute of Science Communication and Policy Research (CSIR-NIScPR), New Delhi, is organising a two-day international conference on “Aligning Science-Technology Innovation Indicators for Effective R&D Governance” from 14-15 January 2025. Through this conference, the NIScPR envisages bringing diverse stakeholders including experts, policymakers, scholars and students on a single platform to discuss the emerging issues in contemporary methods, practices for performance evaluation, and foresight development in R&D and governance.

The broad areas of concern in modern R&D systems are basic and applied science research, technology development and innovation, and their effects on society. The fundamental requirements for the R&D governance system are the effective measurement of R&D capacity and the development of R&D capabilities. In this regard, performance evaluation becomes essential for capacity measurement, and a thorough foresight is required for capability development. Performance evaluation involves numerous techniques like big data, sophisticated computational tools and techniques, blockchain, etc. to capture trends, and insights, and undertake forecasting exercises.

The conference aims to discuss performance indicators in modern R&D systems, aligning closely with the mandates of NIScPR, which focuses on science communication and policy research. The institute serves as a bridge between science, technology, industry, and society, and is involved in evidence-based policy research, socio-economic impact assessment, and outreach programmes that foster diverse communication interactions within the community. This conference offers a robust platform for all stakeholders to evaluate and shape the advancement of science and technology in the country.

The two-day conference will feature various engaging activities like invited lectures, poster presentations, exhibition showcasing and panel discussion which will revolve around five following themes:

  • Methods, Approaches, and Practices in Performance Valuation: it will explore challenges in evaluating Science-Technology Innovation (STI) aggregators using productivity and impact metrics.
  • Open Science, Open Source & Open Access: will discuss how Open Science and Open Access frameworks enhance R&D governance by improving knowledge access, collaboration, and sustainability.
  • Measuring the Social Impact of R&D: it will evaluate the societal impact of R&D through stakeholder engagement and mechanisms to assess researchers’ contributions to public welfare.
  • Connecting R&D and Social Media: this theme is designed to examine social media’s role in measuring STI impact.
  • Foresight in R&D Governance: it will explore leveraging foresight for R&D governance, including discussion on tools like data analytics and machine learning to optimise R&D effectiveness and foster innovation.

 

Among the key leaders, Prof. Ranjana Aggarwal, Patron; Dr Akhilesh Gupta, Advisor DST, Chairperson, Steering Committee; and Dr Sujit Bhattacharya, Chairperson, Core Organising Committee. Dr Sylvie Rousset, Prof. (Dr) Golichenko Oleg, Prof. Pranav Desai, Dr Brajesh Pandey, Dr Naresh Kumar, and others are members of steering Committee and Core Organising Committee.
